He also brings more than five years of construction and manufacturing experience through Oldcastle / CRH plc, giving him practical operating knowledge in building materials, industrial operations, project execution, and construction-sector coordination.

Based in the Greater Tampa Bay Area, he leads Sitadel with a focus on infrastructure development, hospitality acquisition, transportation modernization, renewable energy, and economic development initiatives across Haiti, the Dominican Republic, and the broader Caribbean.

Kevin McWhinney is an operations and infrastructure executive with extensive international experience across telecommunications, satellite communications, renewable infrastructure, and regional development initiatives throughout the Caribbean, Latin America, Africa, and the United States.

He has led complex operational and business development efforts supporting telecom expansion, connectivity solutions, and infrastructure deployment in emerging markets. His background combines strategic operations management, cross-border project execution, and technical leadership with a focus on resilient infrastructure, communications systems, and sustainable regional growth.

Carlos Ricardo Gino Mestanza Villacorta is a business development and commercial strategy professional with nearly 20 years of experience across the telecommunications, mass consumption, and renewable energy sectors throughout the Dominican Republic and the Caribbean region.

Based in Santo Domingo, he has led commercial growth initiatives focused on market expansion, channel development, customer experience optimization, and strategic business positioning in highly competitive industries. His experience includes driving business performance growth exceeding 200% in established companies and up to 2000% in renewable energy startups through value-driven commercial strategies, scalable channel development, and customer-focused business innovation.

Joselina Mota Alvarez is a project management and hospitality professional with experience in customer relations, tourism, multilingual communications, and organizational leadership. Richard Jean is a retired U.S. Armed Forces veteran and independent intelligence and security consultant with more than 25 years of experience in security, logistics management, intelligence operations, and international mission support.

His background includes U.S. Army Battle Staff and Intelligence training, anti-terrorism and force protection instruction, FEMA emergency management training, and service in hostile and complex environments including Haiti, Iraq, Afghanistan, Qatar, South Korea, Germany, Chad, and Burundi. He has supported U.S. State Department and defense-related missions, including programs connected to the Haitian National Police and international narcotics law enforcement capacity building. His expertise strengthens Sitadel's ability to assess operational risk, secure project environments, and coordinate logistics for complex deployments.

Claude Jeudy is a governance, leadership, and economic development professional with more than 30 years of experience across banking, nonprofit leadership, microfinance, public-sector advisory, and community development.

He holds a master's degree in organizational leadership from Eastern University, a bachelor's degree in economics, a diploma in applied linguistics from the State University of Haiti, and theological training. He previously served as National Director of Habitat for Humanity Haiti and has advised the Ministry of Economy and Finance, the Ministry of Haitians Living Abroad, and municipal leadership in Delmas. He also serves on multiple boards and is Board President of ACME S.A., one of Haiti's leading microfinance institutions. Carmelle Coqmar is a visionary Haitian entrepreneur and founder of Collection 1804, a legally established Haitian company specializing in handcrafted leather goods, including shoes, sandals, handbags, belts, wallets, and professional accessories.

Combining her background in psychology with her passion for shoemaking and leather craftsmanship, she has built a brand that blends Haitian artisanal tradition with contemporary design. Her work also carries a strong social mission: through training programs in shoemaking and leathercraft, she has helped 45 young women develop technical and entrepreneurial skills, supporting women's economic empowerment and the growth of local manufacturing in Haiti.

Mr. Talleyrand brings to his ventures over two decades of entrepreneurial and technical expertise, grounded in a strong academic foundation in corporate finance and econometrics earned at Bentley University in Massachusetts. A serial entrepreneur, he has pioneered innovative solutions across diverse sectors — including ceramic and nano-silver water filtration systems and microbial soil amendment technologies — addressing critical challenges in sustainability and public health.

His leadership extends to large-scale infrastructure projects, most notably the design and nationwide deployment of the management and accounting platform for Haiti's Civil Aviation National Authority, a landmark modernization effort for the country's aviation operations.

Georgios Papavasileiou is an international operations executive, entrepreneur, and infrastructure specialist with more than 20 years of experience delivering complex projects across major sporting events, government programs, transportation systems, hospitality initiatives, and private-sector developments throughout Europe and the Middle East.

His career includes senior leadership positions supporting the Athens 2004 Olympic Games, Doha 2006 Asian Games, IAAF World Indoor Championships in Doha, Baku 2015 European Games, Islamic Solidarity Games, Formula 1 Saudi Arabian Grand Prix, the Red Sea International Film Festival, and the World Travel & Tourism Council Global Summit in Riyadh. Throughout these assignments, he has led large-scale venue operations, transportation planning, stakeholder coordination, logistics management, VIP and protocol services, crisis response, and operational readiness programs.

In parallel, Mr. Papavasileiou is the Founder and Managing Director of LINE-X Attica Protective Coatings, where he has developed industrial and infrastructure-focused business operations serving the maritime, construction, transportation, and commercial sectors. Datuk Nor Azah Binti Awin is a Malaysian corporate leader, former Senator, entrepreneur, and development finance professional with deep experience in project funding, corporate mergers and takeovers, banking, insurance, and economic development.

She holds a Bachelor of Economics with honors from the University of Malaya, a Master of Science in Management from the Arthur D. Little Management Education Institute in Boston, is a Fellow of the Economic Development Institute of the World Bank, and attended the Owner/President Management Program at Harvard Business School.

Her career includes more than 10 years in development banking with Bank Pembangunan Malaysia, senior finance and insurance leadership, service as Group CEO of a public listed company, ownership and management of public listed and private enterprises, and six years as a Senator in the Parliament of Malaysia representing the corporate sector. She brings Sitadel senior-level capability in corporate finance, international development, gender-inclusive economic growth, and strategic funding advisory.
